Two years ago, the question of where your data lives while you use an AI tool was a footnote on a terms of service page. Today it is the first question the board asks before it even sits down for a demo. Companies have realized they cannot freely share data with large language models hosted on someone else's servers, and what began as a technical concern has become a commercial reality that is reshaping which AI platforms survive and which are disqualified before the conversation even begins.

Nowhere is that shift more visible than in the Middle East. The region has built one of the strictest regulatory frameworks for data protection in the world, and it is not a paper barrier. It is an architecture that defines which data may leave the jurisdiction, under what conditions, and who bears responsibility when the line is crossed. For any company selling AI into that market, sovereignty is not a feature. It is the price of entry.

What Nikola Kočić says about this shift

Nikola Kočić recognized this before most. His company, Growww AI, did not build yet another cloud hosted AI application. It built an engine that is installed inside the client's own infrastructure, runs behind their firewall, and keeps every byte exactly where it has always been. Growww AI, available at growww.ai, is a PaaS platform deployed directly onto the client's local infrastructure. For organizations operating under strict regulatory frameworks, such as banks, public institutions and government agencies, the entire platform is installed inside their environment. The model runs inside the firewall. Compute, storage, network, every byte that flows through the system stays where it has always been.

The business model is fundamentally different from what the SaaS industry offers. Growww AI charges a monthly license for access to its engineering core. Why the UAE is the defining market

The United Arab Emirates has built one of the most rigorous data protection frameworks in the world. Federal Decree-Law No. 45 of 2021, known as the PDPL, is unambiguous: personal and confidential business data may not be transferred outside the jurisdiction without the express approval of the regulator. Violators face fines of up to five million dirhams.

The Central Bank of the UAE has gone a step further. In its guidance for financial institutions it explicitly requires AI models to be reliable, transparent, explainable and auditable, with data retention of at least five years. In February 2026 it put into operation a sovereign financial cloud that ensures the data of financial institutions never leaves UAE territory.

In June 2026, Sheikh Mohammed bin Rashid Al Maktoum established the Federal Authority for Artificial Intelligence and Data, a body that coordinates AI strategy at the federal level and oversees compliance with data law. It is not a research lab. It is a regulator with the authority to halt deployments that do not meet sovereign standards.

The evidence is already here

McKinsey shows that 73 percent of organizations in the region cite data security as the primary barrier to AI implementation, ahead of talent shortages and cost. Gartner, in its 2026 report, identifies sovereign AI as one of ten strategic technologies and predicts that by 2028 more than 50 percent of government AI deployments will require local infrastructure. Deloitte concludes that data sovereignty is not only a regulatory requirement, but a competitive advantage for companies that can guarantee it.

Why this moment is different

The AI industry has moved beyond experimentation. Companies no longer want pilots and proofs of concept. They want AI in production, integrated into operations, with measurable results. The obstacle is not the model. It is the infrastructure. The organizations that will lead the next phase are not those with the most advanced models. They are those that can deploy those models safely, locally and under their own control.

Sovereign AI stops being a niche and becomes the standard for every deployment where data confidentiality is non-negotiable. The question is not whether that category will exist. It already exists. The question is who will lead it.
